When choosing a contractor to wet glaze your window system make sure they understand how that system works. In the first picture you see the previous contractor completely caulked all the weep holes. The weep holes are there to allow any water that gets in the window system to escape. They did not seal the gaps in the rubber gaskets and the metal to metal joints which can allow water in. With the weeps closed the water can build up in the sill and overflow into your interior space.
The second picture is the system sealed correctly.
